The Cardiff East Neighbourhood Partnership Area is comprised of the Electoral Wards of Llanrumney, Rumney and Trowbridge and covers most of the Rumney / St Mellons Neighbourhood Police Sector. The area is home to 36,600 people, which is just over a tenth of the city’s population.
The main residential communities of Cardiff East are located north of the main railway line. There is a mix of housing tenures, with over 30% of the dwelling stock in Llanrumney and Trowbridge wards being in the social rented sector. To the south of the main railway line are the employment and business areas of Wentloog, as well as the Shirenewton Traveller site.
The area has a range of community facilities and services. The Crickhowell Road (St Mellons) and Countisbury Avenue (Llanrumney) Hubs now include a variety of advice and information services, as well as established library and learning functions.
Neighbourhood Partnership Action Plans
The aim of the Neighbourhood Action plans is to coordinate evidence based multi-agency problem-solving. The Action Plans have been developed to ensure that the Partnership groups work to identify need and local solutions to improve the quality of life for citizens under the seven outcomes identified in the What Matters strategy.

The performance of the Neighbourhood Partnership Area is monitored though quarterly highlight reports. The reports help review the overarching and key issues in each area and provide an update on the progression of Neighbourhood Partnership action plans. These reports are considered by the Neighbourhood Partnership Programme Board to ensure accountability, share good practice, and unblock any partnership issues which may be effecting the work of the Neighbourhood Partnership team.
Neighbourhood Intelligence Reports
As part of work to support Neighbourhood Partnership arrangements in Cardiff a series of bi annually Neighbourhood Intelligence Reports have been prepared for elected Members, Neighbourhood Partnership Teams and other partners.
They draw together the wide range of data and information that is available at a Neighbourhood Partnership level as well as trend analysis where appropriate.
